Surfactants which aid in the dissolution of an ingredient (solute) in a medium in which it is not otherwise soluble. This definition is specific and excludes cosolvency, i.e., the use of a mixed solvent such as alcohols and water in a clear fragrance product. It also excludes changes in solubility affected by pH modification, such as the dissolution of lauric acid in aqueous ammonium hydroxide.
